The Nationalism Studies Program At Central European University Is

Pleased To Announce Its Call For Applications For Academic Year 2013/2014

Central European University is an English-language, graduate
university located in Budapest, Hungary. An international university with students from some 100 countries and faculty from more than 40, CEU offers small, seminar-style courses and a student/faculty ratio of 7:1. CEU is accredited in the United States and Hungary.

CEU’s Nationalism Studies Program addresses issues of nationalism, self-determination, state formation, ethnic conflict, minority protection, language and citizenship rights, and constitutional design in modern and contemporary societies. It encourages critical and interdisciplinary approaches to the study of nationalism and provides
students with a theoretical and methodological background in applied social sciences. Students may specialize in Jewish studies.

Scholarships and Fellowships

CEU is committed to attracting talented students from around the world. The University provides a variety of scholarships and research grants for which applicants from any country are eligible to apply.

CEU Master’s Degree Fellowships (full or partial) include a full tuition scholarship (with a value of €11,000 to €12,000), housing in the CEU Residence Center, health insurance, and a monthly stipend to cover living expenses.

CEU Master’s Degree Tuition Scholarships (full or partial) cover between 50 and 100 percent of tuition expenses up to €12,000 per year.

CEU Doctoral Fellowships cover full tuition, health insurance, and a generous stipend for housing and living expenses. Over 90 percent of PhD students receive the full doctoral fellowship. Direct Student Loans and Canada Student Loans are available for eligible U.S. and
Canadian students.

External Scholarships and Financial Aid Programs administered through CEU include Erasmus Mundus scholarships, Erasmus research grants, and other private and public fellowships and scholarships.

(Law’s scholarship) OSJI Fellowship Program

The Program

Launched in 2001, the Justice Initiative Fellows Program is a joint program of the Open Society Justice Initiative and Central European University. The program currently sponsors ten fellows to pursue a two-year program of study and practical work experience. The Justice Initiative Fellows Program has two main objectives:

• To invest in the professional development of promising young human rights lawyers and activists by giving them opportunities for academic and practical training, and

• To assist leading human rights NGOs in countries of Justice Initiative presence to build organizational capacity through training of their staff, including legal professionals and human rights activists.

Applicants from Central and Eastern Europe, the former Soviet Union, Africa, Asia, Middle East and Central/South America are eligible to participate in the program. The Justice Initiative runs the program in partnership with the Legal Studies Department of the Central European University.

Justice Initiative Fellows are nominated by NGOs from their home countries and reside for one year in Budapest, Hungary, where they undertake a degree program (MA or LL.M. in Human Rights) at the CEU Legal Studies Department. During their stay, Fellows participate in a three-month internship with a leading European NGO. The second year of the fellowship is devoted to work in the home country with the nominating NGO.

Application Procedure

CEU-specific requirements: Applicants to all programs must meet the general CEU admissions requirements. In addition, applicants to the LLM programs must have completed a law degree or be in the last year of law school and expect to graduate before the beginning of August. Applicants to the Human Rights MA Program must have at least a BA by the time they start their studies at CEU. Additional requirements for OSJI Fellows: Applicants must be nominated by a non-governmental organization concerned with human rights. The applicant must demonstrate a strong commitment to human rights, have a university degree and be able to certify a high degree of proficiency in English.

In addition to the documents required by the Legal Studies Department applicants must include in their application:

1. A nomination letter from an NGO describing the reasons for nominating the applicant, the expectations the NGO has of the project, and contractually committing (to the Justice Initiative) to hire the applicant for at least one year after s/he returns from the twelve-month training program in Hungary. The nomination letter should also indicate a monthly salary gross rate in USD (including all taxes and fees) that will be offered to the applicant by the NGO in case s/he is selected for the program (provided to the NGO by the Justice Initiative in the form of a grant).

2. Proof of English proficiency.

3. A statement of purpose for applying to the Justice Initiative Fellows program.

4. A proposal of project activities that the candidate plans to work on with the nominating NGO during the second year of the fellowship.

Criteria for selection will include – in addition to the admission test results – the applicant’s experience, his/her potential to contribute to the protection and promotion of human rights, and the suitability of the applicant’s proposed role with the nominating NGO. Upon selection, Fellows will be required to sign an agreement with the Justice Initiative committing themselves to the program for two years. The first year is spent at Central European University, the second in the applicant’s home country, working with the nominating NGO. The call for application can be downloaded here in pdf version.

Funding

During the first year of the Justice Initiative Fellows Program the financial conditions for the Fellows are identical to CEU policies for full fellowship students. The JI Fellows will return to their nominating NGOs after the first year, where they will spend at least one year working in human rights advocacy on a non-profit basis. The Justice Initiative will pay a local salary during this second year equal to an amount determined to be similar to equivalent work by the nominating NGO. This amount will be provided to the nominating NGOs in the form of a grant.

Achievements

After one year of intense and outstanding academic training at the CEU Human Rights Program, JI Fellows returning to their home countries apply the acquired theoretical knowledge and practical skills in their day-to-day work at their respective NGOs. As members of the Justice Initiative network, they participate in regional and international projects, provide assistance for other NGOs with similar goals, and supply feedback to JI via reports and regular updates on their activities.

Many of the fellows move on to become prominent NGO leaders, HR advocates or join intergovernmental or supranational organizations.

Master in Public Policy Department | Media, Information and Communications Policy Stream

The Department of Public Policy offers a one-year MA in Public Policy with an optional specialization in the field of media, information and communications policy. The stream provides students with a unique opportunity to specialize in a contemporary and dynamic field of public policy that exposes them to the widest possible range of key policy problems.

Information is the currency of the 21st century – politically, commercially and as it relates to civil society. Media and communications are taking on an ever widening societal dimension, contributing in an increasing number of ways to overall economic, political and social development. This specialization offers sector-specific and inter-disciplinary teaching and training in public policy that is relevant to individuals, the society at large and development.

The Master’s in Public Policy program is designed for those embarking on a career in policy work or those already embedded in a policy-making community. Four streams of specialization are offered in the Department of Public Policy, and applicants are required to opt for one of these streams in their application.

Scholarships
The Department of Public Policy provides a limited number of scholarships and other financial packages of the following types:

CEU fellowships and tuition waiver packages

The DPP offers one or two Full CEU Fellowship Packages for the best applicants every academic year. In addition, a small number of ‘Partial CEU Fellowships’ are available. Applicants are also strongly encouraged to apply for 50% Partial Tuition Waiver packages.

Fiscal Decentralization Initiative (FDI) scholarships for students in the Decentralized Governance stream

The FDI scholarship scheme is supported by the Local Government and Public Service Reform Initiative, OSI Budapest and UNDP Ukraine.

Citizens of the following countries are eligible to apply: Albania, Armenia, Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Romania, Russia, Serbia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.

Deborah Harding scholarship for a Roma student in any stream

DPP will offer a scholarship for one Roma student. The scholarship will cover the full CEU tuition fees and include a stipend for living expenses, and Roma of any citizenship are eligible to apply.

In addition to submitting the regular CEU and DPP admissions documents, candidates must provide a covering letter indicating their eligibility for this scholarship. In addition, a statement of motivation is required outlining what experiences and knowledge the candidates have gained in the field of public policy related to their Roma identity, and how they would use the opportunity of studying at the DPP to reaffirm their identity and promote the interests of the Roma.

CEU Alumni scholarships

Any applicant may request to be considered for a CEU Alumni Scholarship. Alumni Scholarships will be awarded to students in financial need, and with a proven record of leadership in extracurricular activities, community service and civic engagement.

These scholarships are funded by CEU alumni in order to increase the availability of an education at CEU and to promote the university’s mission of training social and civic leaders. The number and the amount of CEU Alumni Scholarships awarded each year will depend on the overall merit of the applicants. In most cases, CEU Alumni Scholarships will be awarded to help cover the costs of living (previously, the amount of the scholarships varied between 1,000 and 2,500 USD per annum).
